water comes out the carburators?

i have a 1979 arrowglass with a johnson 100 special series outboard its been parked for about a year when i tried to start the boat it turned over but, nothing so i took out the carburators thinking they were dirty .. so i put them back and when i looked after turning it water came out the carburators? i also cleaned the filter had two cycle gas
