Is it the ethnol? as gas-ethnol mix gets near empty sputters a little and five of slightly different odor.?

One station had much water that shut me down the next day. Lot of moiture in the gas station tanks. i have been going ot one has has been okay for several fillings. but yeserday it was very near empty and walked around and tapping comin out exhaust and alcohol twag to exhaust. is that possible. my 150 may not like ethonol mix. kept full seems okay. hell new crate engine should do that. mechanic moved off to california. forget him and warranty. what about water and the ethonol thing?
have used all the gas additives expensive cheap stp and cannot see any change. runs good then acts up. cold weahter and ethonol are the two changes. i am being careful where i buy gas. one station nearby real shut me down. finally deducted water in the gas. never go there any more. help?
Note: /f150 6vcly 4.9 1992 dual tanks. auto and new rebuilt enginel full engine rebuilt trade. heads block guts oil pump water pump rubber and batery and radiator. but his water thing is new began with cold but cracks up wquick. from cold. slower to crack after driving and stop. one day it wold not crank, next day instant crank. could the ethonol be the culprit. f

Five dollars worth of water. Shouldn’t they pay for the new fuel pump, towing and labor?
