how can i tell if my 1995 honda has a dirty fuel filter or if my starter just went out?

it’s been going on for weeks, my car will turn over but not want to catch, my freind came over and opened he gas valve and said it was a clogged fuel filter… then i kept it high on gas and whenever it would act like it didn’t want to start, i would jst floor the gas to push the debri thru and it strted up no prob… i started it 2ce today with no issue at all, and now… crapola cuz when i turn the ignition, the car does not turn over any more….. boooo.. my batter is charged.. maybe it needs water??? please help

What can i do if some water might have gotten into my intake filter?

I drive a 06 Sentra SER. And i have a cold air intake. lately its been raining real hard for the past week. and i have still been forced to drive through it for about 5 days straight now. I haven’t ran through any big puddles at all (if any) yet.. But the freeways gets pretty hectic though….. I’m quite positive that i already took in some amount of water due to the rain, especially on the freeway. but the car still feels and runs fine.

If some water did get in….. Is there anything i can do to get it out? Like maybe FUEL INJECTOR CLEANER or something…….?
