Looking to install it in my car to get better gas mileage and get a tax rebate.

Yes, water is not a fuel BUT now there is technology that can use water to produce a special gas known as HHO gas and this gas whne fed to the combustion engine helps in burning gasoline more efficiently. Hence, you get an increase in gas mileage and improved fuel economy.
Regarding the tax rebate – there are several ways to install the water-gas conversion kit in your car. You will have to optimize the system to make it meet the requirements of the tax rebate.

No such thing (in real life). You mean Hydrogen fuel cell. But hydrogen fuel cell cars do NOT use gasoline.

What you are talking about is HHO or brown gas. They are all scam as they don’t really work.

I get a chuckle 10 times a day, when somebody asks this question (no offense)
SCAM !!!! I read extensively about it and the science is ALL WRONG. I studied chemistry in school so I know.
Even if you don’t understand the science behind it to know, ask yourself this one simple question: if these devices worked, why don’t the car companies install them at the factory and sell more cars?

P.S. If you go to these HHO sites, they will tell you that the HHO become a catalyst for the reaction inside the engine. NONSENSE ! In chemistry Catalyst is does NOT react at all and just help other reaction. Hydrogen and Oxygen in piston would be immediately consumed (and so by definition cannot be a catalyst).

Yes it is practical. I have a guide on my website below that will show you the difference. It does not cost too much either.
