fuel cell cars are still in the development stage and are not on the market yet,I don’t think that the oil companys will ever let them as they will probaly buy the technology and kill them.

No, although there is a company that has developed a fuel cell engine that runs on Hydrogen, and it’s exhaust is 100% water vapor. The Honda FCX is said to be using this technology and will go into production soon.
There is none any more, although they may come back. The most famous was the Stanley Steamer. You did have to heat the water with something, so it doesn’t really answer your quesion. Water does not have a high energy content, and it doesn’t burn. You can separate water into its components, hydrogen and oxygen. Recombining them generates power (fuel cell).
There is not a car that runs completly on water. There have been cars, trucks and trains in the past that have run on water, but need an additional fuel sorce to process the water. Today we have fuel cells, they also relay on a fosil fuel to work. So to answer your question NO.
I dont think so, but you could try to invent one.
No 2 hydrogene and 1 oyxgen molecules (H2O) can not run a car.
