Is It Possible To Tell That There Is Water In Gasoline Tank Instantly?

can a person pump gas and then when his car doesn’t start, declare that there is water in the gasoline he just pumped because he saw the water in his engine block? (is that right?)

no the water could have sucked up into the engine. the car would have started but have had engine problem later.
