There is no way to run a car on water.
You could run one on hydrogen, but separating the hydrogen from water takes more power than its worth.
We are dependent on gasoline because it is plentiful and cheap. So for 100 years we have used it.

A couple of months ago saw a story about this on yahoo. A guy made a machine that ran on water that produced a flame that was cool to the touch but it actually welded things. The story said that this guy was talking with GM motors.

I don’t think so since water is none combustible by itself.
