The previous owner let water get in the tank and there are rust spots in there and I now have a fuel filter on it but the imperfection is bothering me so i want to fix it somehow. Its a tank of a 1980 yamaha xs 400.

OK,.. this is tried and true. -works every time. Its gonna take some work:
1-obtain about a quart of rough cut rinsed, clean, dry 1/4″ road chat (gravel)
2- go to the local farm co-op and get a gallon of #1 kerosene
3- take the tank off the bike and take the petcock out and plug the hole with a rag
4- pour in the tank about two handfuls of the gravel and 2 cups of the kerosene
5- shake like hell,.. I mean shake it like you are having an epileptic fit. for at least 15 minutes
6- pour out all contents, repeat step 5 as many times as it takes for you to run out of gravel.
7- rinse with straight kerosene by shaking also… until it runs out clean.
8- replace fuel filter even though you have a new one, replace it anyway.
9- replace petcock strainer and take petcock apart and replace all o-rings (a petcock kit is available from your dealer)

Viola!,…. you have a shiny new tank, and the beginning of your fuel system is ready to go for at least another 5+ years!!

Talk with a body shop in your area. There is an acid that you can flush the inside with that will kill the rust. But it eats the rust, so be careful what you wish for, if the rust is deep, you may end up with a hole in your tank.

There is also a liquid that you pour into your tank that will line the inside of the tank to seal it off. it would just cover the rust though.

Good Luck
