Does Water In Gasoline Produce Less Hydrocarbons?

I am trying to lower the hydrocarbon output of my chev blazer 4.3 L engine the allowable output for emission test is 0.99 my reading is 2.63.

water will actually keep the engine from running in some situations. if you are that high on the hc scale i would start with a tune up. and replace the air filter .
